What subtitling is
Subtitling puts text on screen in step with what is happening in the video. It can be done in the original language of the recording, for accessibility and for the large share of viewers who watch with the sound off, or in other languages, to reach an audience that would not understand the audio at all.
A subtitle is not a transcript. A transcript records everything that was said. A subtitle has to fit on screen and within the time a viewer can read it, so the text is condensed and cut into blocks with in and out times. A transcript dropped in as subtitles cannot be followed.
The process has three stages: speech becomes text, the text is translated where the destination is another language, and each block is given its timings. The final check is done with the video running, because synchronisation can only be judged by watching.

What subtitling costs
The quote considers the duration of the video, the number of languages and the delivery format. Note that cost follows the amount of speech, not just the running time: ten minutes of interview is more work than ten minutes of corporate video with music and little narration.
Subtitling into several languages is proportionally cheaper, because the timing is done once and reused for all of them. The second and third language cost less than the first.

Which formats do you deliver?
